People are freaking about about HR 1 banning voter ID laws in some states. My legitimate question is can’t the states ignore HR 1 just like some do the scheduling of marijuana on the federal level? Maybe we can use this as a way to fight for state rights over federal government and weaken federal power?

I mean ... Marijuana is a federaly banned substance but most blue states don't seem to mind. But like some of the others have responded here, constitutionaly (if that means anything anymore) states' legislatures determine their states election.
It will probably go like this. If it passes (it very well might) most red states ignore it. Over time these red states will start to lose out on federal funding (or other things) and eventualy start adopting parts of it here and there until over time people forget about it and we all wake up one day with no electorial college.
