Since 9-11. You might want to search for the YT video of Sen. Graham questioning Bret Kavanaugh at his first confirmation hearing, wherein they discuss the US being under laws of "armed conflict" as the result of 9-11 and Graham asking Kavanaugh to opine on military tribunals and such. It's a very eye-opening discussion, about 5 or 6 minutes.
