I tried clearing cookies, new browser, another search engine etc... This site(actually alle the .win) are not loaded on the PC. On phone they still working right now.

Try a VPN.
Phone using the same connection of the PC, though. Later I'll try reset the router and see if works...
are you using any kind of security software like Mcafee or Norton or any other endpoint protection that may have a web filter included? You could try changing your DNS to cloudflare (1.1.1.1) and see if that helps but if your phone is on the same network that is probably not the issue.
