Propaganda: The FBI and CIA are our servants.

Fall-back propaganda: "Maybe" they sometimes spy on us and our chosen representatives. Terrible! Shocking! Let's "grill" some suits in a hearing at once!

Reality: They spy on us full-time, and "our" representatives are Dominion-primaried actors playing kayfabe roles in a stage-production. They neither write nor read anything they vote on.
