I'm sure that there are legitimate uses for making these cross patterns. I don't recall where I heard this from, but I have understood it for many many years that these are makers used to predict or make aware of weather patterns, not "seed" anything. As in, a rain front is due to come in from X direction. These X's are very common in rural areas near farmland and seldom (at least I've never seen them) within dense city areas.
