City and county is all that matters. Missouri has never had a mask mandate, yet everyone is wearing a mask.

True facts. Depending upon where I am in Virginia depends on the "mask mandate" in effect. I make sure to stop places where the locals don't mind what the hell I have on my face or not (further away from big cities, the better). Most of them aren't masking either. Always promote businesses that don't have signs on the door
