I'm simply saying, from a legal standpoint, the USC is merely just a collation of codes that govern how laws can be executed.
So the USC can't be read as laws in effect.
The code is the affect of the law, in so much that it's what allows certain laws to be actioned upon. They by themselves, aren't a law.
