The fact there is no forward slash after 7 indicates that it is CLEARLY pointing towards the month itself. So, July 2021. Then if you flip the numbers you get July 3, 2021. Day before our country's independence day? The day before our independence from the US Corporation and back to a US Republic with the 19th President? EVERYTHING has meaning. This seems obvious now.
