If you read the actual article it's not only for tents, it's for food and housing plus the requisite extras. (water, electric, security etc).

Still a crazy sum of money which they attribute to not having time to have a bidding process for all this. And it helps only 300 people. Can't tell me there aren't more than 300 homeless there.
