Incompetent people can only rise by putting others down. This leads them to evil. They don't think in the way you phrase it. They don't think about the barriers to getting away with their crimes. Instead, they think in terms of the power to be gained by getting away with it. They commit to the crime, and then their survival necessitates that they destroy all that could expose them. Since, they are fully committed there are no limits to the lows they will stoop to. We are watching a club of parasites who support each other's lies, while it's valuable to the club. Obviously, there is no loyalty. We won't allow them to pretend these are isolated events. Keep pulling the threads and watch it unravel.
