Exactly my thoughts, the article also implies Joe didn't know the dogs or How to control them. I wonder if it was Joe that they went after? I have been charged by aggressive pitbull & husky breed dogs here in Alaska as some owners let their dogs have Free Reign on & off their property to keep the druggies away. I have Never been bit once! I know dogs and they Know me, our downstairs neighbor (whom my wife & I believed to be drug dealers) had a massive Staffordshire and that dog would scare me as one moment he would gleefully lick your face then literally 5 seconds later be barking and lunging at you trying to rip that same face off your skull.
