Pick a city in the middle of the country with the infrastructure to expand. Virginia and Maryland will be healed of their traffic nightmare. Use DC for tourism (Museums, historical tours, and the like). Destroy or reclaim their symbols. Nature is great at this. Build parks. Hold concerts with artists who broadcast good vibrations
