Can anyone tell me what' messenge is being sent with these dogs?

Why the dog? There is some sort of message being sent both ways regarding these dogs not sure what it means.

I think a dog type also relates to a certain political figure too but I don't think so from Scandivo's messages. His seems to relate more to events.
