It doesn't necessarily mean that Biden's responsible for sending the checks.

If Trump is in control, don't you think he'd want to help Americans?

How do you explain no signature on the checks? If Biden is sending them, wouldn't he want to make a show of it? If Trump is sending them, his name would have to be removed.
