How can an organization with vast holdings of land and treasure have budget problems?
There's a lot of things worth money that can't actually be sold. I think chalices and patens would fit as well as buildings like the sistine chapel. It probably doesn't help that one can always find more to spend on, too. And at that level, spending a million here or there on maybe upgrading churches or creating a new organization to feed the homeless likely doesn't seem like much until you do the math and realize that your income doesn't cover this. The same thing was probably happening with people stealing "just a bit, no one will notice" from the church as well.
Yep, the concept of being "land-poor", it's an actual problem for those of noble descent in that they cannot legally sell off certain properties even if they don't want it anymore or can't afford to maintain it. It's why some of those big estate houses in England have been turned into apartment buildings of sorts.
