RECLAIM LOCAL GOVERNMENTS -> STATE GOVERNMENTS.

Best way to do even if there would be no Q plan because if they would go against local governments your resistance gets more justification,and they will tighten the lines of available military (so even if military would not on patriot side - they cannot be everywhere)...
