It's sort of a misleading headline. It doesn't say that those 92,000 ballots were filled out for Biden and counted. It's just 92,000 ballots that weren't used.

True, but if this many were sent incorrectly, what about ballots sent to a wrong address that someone actually filled out and dropped in a collection box.
