There are buildings reflecting off the chopper. Its likely sunlight brightly reflecting off one of the windows. The tail of the Q is a slightly different color than the O and is square/rectangular in shape.

The tail of the Q is solid white exactly like the lettering of every other letter. Moreover, the Q "reflection" stays there solidly throughout the entire video even while the camera zooms in, yet completely disappears later when the camera zooms out- despite the camera having never changed positions. If it was just a reflection, why was it there one second and gone the next?

It might very well be. There are a few reflections around the S and T of states as well. But this sure is a very strange coincidence!
