Need Nesara research help

I have a very intelligent friend who has never heard of nesara law and doubts its existence. Does anyone know any solid research sites that contain factual information about its creation or history? Most of the sites I have found link it with conspiracies and cast doubt on its validity. I would be most grateful.

I can't vouch for this site, as I know nothing about it, but if it is correct, then the answer is it was never implemented...and for a very interesting reason. See what you think:
