I think it's cgi. It disappears halfway through the video. Maybe they are letting us know they are in control of CSPAN

Or maybe CSPAN is fucking with Q followers. If it’s actually CGI, I think that’s far more likely.

With how “mainstream” Q is getting, we should probably be a bit skeptical of stuff like this because it’ll only become easier and easier to troll people here.
