When asked to leave, leave. If you must do business with them (city hall, bank, anything really) then call HR for their company. Tell the HR rep that you have a medical condition that prevents the wearing of a mask and ask them for reasonable accomodation. I have yet to find a business that will not accommodate.
Not with mask mandates. They would be acting under the color of the law. Acting as an agent of the government. This could get them ten years if we lived in america anymore.

Any business can kick you out for violating dress code.
I never had an issue with businesses making mandates. "No shirt, No shoes, No service."
Their are other avenues to getting your money back. Don't be disingenuous.

Businesses can even trespass the health department. Not recommended, but they can do it.
