I have a feeling this “movie” is in part to catch these types of guys in mass.

If we bust the big names all of these rats would go underground. Only to show up again in the future...

Maybe, just maybe, all the bad guys we do know, have already been dealt with and we are now dealing with the movie so we don’t spook the Bad guys we do not know of.
