I agree with that, I think it is more likely that they would use "doubles" from within their organization rather than scientific clones.

You could take someone from your organization that is similar in appearance, do some plastic surgery and some acting classes to essentially have a "clone" of the target.

After they are trained up, all that is left to do is the secret swap so that the public doesn't notice.
