I don’t see it that way. HR1, as I understand it, is intended to codify much of the illegalities (improperly passed laws re:election) in the 2020 election which was neither free nor fair ergo; saying it would threaten free and fair elections is saying the 2020 election was neither free nor fair (nor legal, but HR1 would change that). IMHO
