Once all the good people have left, we can nuke them from orbit.

Why wait? If I go out it will be a worthy sacrifice. I can't die on a beach in Normandy but I'll gladly take incineration if it means you get the rest of my city by surprise. Just put a memorial for myself and others wherever the new capital is relocated to. Not all blue cities are blue without cheating, but mine is.
