I don't believe this for 1 second. M.A.D., or mutually assured destruction is the exclusive reason nuclear arms find little use in warfare asides from saber rattling. If we are to assume that the US's nuclear response is so impotent as to be an hour plus response, a nuclear armed state would have attempted a decapitation strike on the USA. China has a lot to benefit from a USA-less world.
