I guess he'd use a translator. Putin does speak English but he has the most godawful Russian accent. So bad that you'd swear he was just play acting. In contrast, his German is pretty good.

He would use a translator because using a foreign language (even though he can) in front of Russians would appear weak. It would be the same if Biden spoke Chinese/Russian/lwhatever in a debate. Granted, I think biden has a hard enough time speaking english as is, so this isnt an issue.
