Why is Instagram saying "can't refresh feed" and gmail not refreshing. I know I am naive but there is no reason, from my end, why there would be a problem

It is both mobile and desktop. Never before seen these feed issues. Is it part of over-all internet issues, either alliance changing things, or DS mucking things up? I already used a cleaner etc. Educate this dinosaur. Thanks.
