I have struggled with this as well. I am 100% convinced that is NOT the real creepy joe but an actor.

The only answer I can fathom is that by the time all is revealed, there will be such shock and awe on so many levels that it wont even matter.

Who knows? There are so many twists and turns in this plan, I'm sure we have more surprises ahead.
