The U.K. is no longer a member of the EU.
It is a founder member of the Council Of Europe and there is no opt out.
Further The European Convention On Human Rights is governed by International Law out of The Hague and not EU law and again the U.K. is covered by this.
So, this means that the U.K. Govt in pushing its position of vaccinate or else is not making it clear to its population that vaccination is optional.
They are in breach of Human Rights Law.

I knew about the resolution since it came out, but as everyone's pointed out, it hasn't been publicised or promoted by the member states, so they are already in breach and dereliction. Therefore it's really helpful that it's now been 'Twittered', since social media holds so much sway over public opinion and the behaviour of the authorities.
Your post is really timely, as I'm about to start a social care job and I'm not having it (and it's with the lowest risk group, young people, not elderly and vulnerable). This wording will be quite handy to play around with, without coming on too strong. It helps guide me where to go and what to quote to strengthen my position and weaken theirs.
