I was able to find the property based on the street signs and visual clues in the video. It is located on property owned by the Donna Economic Development Corporation - City of Donna Industrial Park near Stites Rd and S Salinas Blvd-FM493 (southwest behind Donna Housing Authority apartments).

Irony - on the Donna Economic Development Corp website - "Are you visiting the Heart of the Valley and looking for a place to stay? Or would you like to find an RV/mobile home park to spend your winter in Donna? See the listings below, and find out for yourself what a pleasant city Donna is!"
