I'm wondering about the efficacy of an inhaled substance, released via an air-borne device, to deliver a variety of substances. For example, Chemtrails delivering an area-wide inhalant to raise aggressive behavior or, conversely, a calming substance.

--- Example: use of a drone to deliver calming vapor over areas where People of Color are demonstrating or rioting; a vapor which further enrages them. We know from statistics and observation that enraging PoC doesn't require much to "set them off" since they are always angry or agitated about something or anything.
