Keep in mind, that 95% number is for people they are aware of. If someone got this virus and:
Had no symptoms so didn't even know. Very common among children and young adults.
Had minor symptoms and just didn't bother to get tested. Eventually recovered on their own. Early on during this so-called pandemic, it was almost impossible to even get tested due to the limited number of test kids, so some people just didn't bother. In certain areas, even later on, there were long line-up to get tested so some people might just decide not to waste their time standing in line (in my local area, I've heard of 5-6 hour wait times, I'm surprised anyone would have bothered with it at all).
Any cases from the above would not get added to the total count. So the 95% number (assuming it's accurate) is a lower limit. Depending on how many asymptomatic and non-reporter cases exist, it could be significantly higher.
