This title makes me feel like it's something from the Onion, marijuana money? Is this a nod at the fact that most drug dealers are black? No one would see that kind of racism being displayed though. Or maybe it's a nod to all the black people arrested for having marijuana on them?

Jokes aside this is kinda racist though, they are saying because you are black you can not do anything on your own without a handout. They should just give the money to qualifying individuals who are poor, doesn't matter the color or age you are if you need home repairs and qualify for it then you should get it.
