Agreed; too much can go wrong giving a governing body an authority over citizens arming themselves.

I suppose I enjoy the thought experiment of possible solutions like this but until there is more accountability and transparency in government (if that ever happens -- though I have faith as we watch these 'coincidental' events pile up) it's a non-starter.
