Let's be honest, gas taxes are just a proxy for this. And gas taxes incentivize you to buy milquetoast electric cars and hybrids.

Switching to a mileage tax would incentivize me to get the biggest gas guzzler that I could afford.

Of course we all know they would implement this as an AND tax, not an OR tax...

I'm curious what makes you think we're not having both? I read it as an additional tax but I admittedly haven't read it in full, but am about to. If you saw otherwise I'm interested to know--thay shit is alarming!
