I'm going to offer a counterpoint that admittedly u/NessInOnett posited in this very thread before me.
Durham may be a fictional entity set up to guard the alphabet bois. No video can be found of the guy save for a BFX comedian that is clearly acting. Voice only, which anyone can do.
Regarding trump saying "...same abilities..." this character is a front for someone else who has the exact same authority. This person could then execute the actions of someone in Durham's position in complete secrecy in the name of a classified investigation. I need to research more on what authority his supposed position wields though.
Could also be a white hat red herring, hopefully we find out soon!
