Eisenhower was 18 when Roosevelt (Teddy), Hoover, and a Bonaparte created the FBI. TR was not in office when the FBI was created. TR died in early January the year after the FBI was created.

Interesting with what we know now—reminder that TR became President after President McKinley was assassinated.
