I wonder why they'd use something like that? Heck, when I was with Army MARS (as a ham radio operator) we used a PC based tool called Encryption Wizard. It's not the NSA level security, but we were only dealing with FOUO / UNC information, not nuclear secrets. And it was a lot stronger than a cryptogram. :D
