Tennessee passed Constitutional Carry 64-39!

Starting July 1st, Tennesseeans aged 21 and up, and military members 18 and up can open or concealed carry firearms! ?

It's amazing to me that we even have to pass laws to make something constitutional that has been clearly enumerated already in the U.S. Constitution Bill of Rights. Shouldn't open and closed carry be normal?
