The simple explanation....

No one considers the fact that there will be an investigation of why the crew lost control? THAT is one reason it could be sitting there.....the crew f@ked up.

I would guess the original crew has already had a drug test, and a replacement crew flown in.....there are maritime rules to adhere to and nothing with hidden weapons, trafficked kids, or cankles Hillary.
