Isn’t using a government printer to print the book use of a state resource? Regardless of who made the printout?

Yep. "Top aides Melissa DeRosa and Stephanie Benton as well as junior staffers assisted the governor with drafts" is another crime to add to the list. This one is called EMBEZZLEMENT (when using public resources for private affairs).
