they would not permit the ballots -or the electronic tabulation machines- to be audited in their current physical location.

That's enough to issue arrest warrants - declaring that you will refuse to comply is itself the evidence to arrest, and there's now also a case to raid that facility and secure the machines so the maricopa board arent tempted to torch the place or tamper with them in any way.
