Did the vaccine come out too quickly for them to have a vaccine passport system ready?

I'm reading about all the logistical problems they have for implementing this - I just read a WSJ article saying that the only federal system for keeping track of vaccinations is the easily faked cardboard card. I'm just thinking this may have been part of the plan.

my state does also - i think it'll definitely be pulled off within states just like israel was able to but for airlines etc I don't know
