Did the vaccine come out too quickly for them to have a vaccine passport system ready?

I'm reading about all the logistical problems they have for implementing this - I just read a WSJ article saying that the only federal system for keeping track of vaccinations is the easily faked cardboard card. I'm just thinking this may have been part of the plan.
