Not to stick up for the cops, but I'm a K9 handler/trainer former LEO and dogs get agitated Nd take the closest shot. Most dogs will bite their handler if they are on the bottom in a fight. There are reasons for that too long to post, but I'd say the dog got the right guy in his jaws. To the fog it's just another tug toy when tjey bite.
