He didn't do anything. He caved to the Republican base that runs Texas as he is a pussy at heart. He will never be re-elected. Texans don't trust him. Even with his EO's his is a wimp. But yeah, he thinks this will be enough. He rides the fence. No fence riders in a Constitutional Republic.
