That he is not within the Q loop but is a very gracious man. His first interaction with AJ was not great. I can imagine him regretting being "mean".

There is a possibility that AJ's strings have been cut, but the fact remains that he served the Cabal. For whatever reason. At the time I wondered if he got caught (literally) with his pants down - because that's their stock in trade.
