That is similar to how they put the drunk teenager who once relieved himself on his yawn on the sexual predators' list for life. This makes a mockery of what the list was supposed to do - alert the public that they've got a dangerous sexual predator in the area. With everyone and their mother being added to the list for relatively minor infractions, it's useless as a tool for the public to protect themselves.
