Yes, I'm replying to my own comment.

A case for the 21 representing a date is that April 21st would be 13 days after Biden made his weird claim about airspeeds. He gave that speech on April 8th.

I think the purpose of embedding these same key numbers into comms serves as a sort of verification code sometimes, to reassure the clowns that they aren't misreading the messages.
